The European Parliament adopted additional governance measures in early 2026 targeting the use of artificial intelligence in electoral processes and democratic debate. The measures, which complement the broader AI Act framework, specifically address concerns about AI-generated disinformation, synthetic media used in political advertising, algorithmic manipulation of information environments, and the use of AI-powered micro-targeting in electoral campaigns. The adoption followed a period of intensive lobbying by major technology platforms and a heated debate about the appropriate boundaries of political speech regulation in democratic societies.
The context for the legislative action is clear. The proliferation of highly convincing synthetic video and audio — so-called deepfakes — has created unprecedented challenges for information integrity in democratic processes. The 2024 European Parliament elections saw documented instances of AI-generated content impersonating candidates and misrepresenting political positions, while social media algorithms systematically amplified emotionally provocative content in ways that distorted political discourse. Regulators and researchers broadly agree that technological capabilities have raced ahead of governance frameworks.
The new measures require political advertising that uses AI-generated content to carry clear and prominent disclosure labels visible to viewers. They create a category of prohibited AI uses in political contexts, including the creation of synthetic audiovisual content depicting real candidates saying things they never said, except in clearly satirical contexts. They also require large platforms to publish transparency reports on the reach and engagement metrics for political content, enabling independent researchers to identify and analyse algorithmic amplification patterns.
Technology companies including Meta, Google, and X have argued that the measures go too far and risk capturing legitimate political speech within their scope. European civil liberties organisations have expressed a different concern: that the measures do not go far enough, and that platforms will continue to profit from the algorithmic amplification of divisive content so long as the underlying engagement-driven business model remains unchallenged.
